What you describe in your last paragraph is kind of what I had in mind for not-bounties: at some ability level (so not brand-new users), you can start earning a small number of "promotion tokens" or whatever we'd call them, and then you could spend a token to highlight a post for some period of time.... Whether (and how much) rep is granted is actually configurable, per category, so a community can set meta to 0. Images are an accessibility problem (one I'm too often on the wrong side of), yes. We want to end up with accessible content.
