Serial Downvoting: Is a user allowed to downvote all your posts, if they are deemed low quality?
I had an argument with this user. Now, when I post, someone is downvoting this post and older posts.
Question: Is a user allowed to downvote most of my posts, if they deem it low quality? (In stack exchange, the former is called "serial downvoting".)

To answer your question directly: no, serial or targeted voting is not permitted.
However, on a quick investigation, you've received downvotes from a variety of different users, not just one particular individual. From a quick read of your posting history, it seems that you've posted a large number of fairly long, complex questions. I'm not a mathematician, so I can't comment on whether your posts are topical or make sense to mathematicians, but it certainly seems from the comments on several of your posts that others are struggling to understand them.
May I suggest that slowing down, taking more time over each post to ensure it's succinct and clearly stated would be helpful?
