Usually, integration inside integration is "same" as differentiation inside integration. 

We use integration inside integration method(IIM) when we see that our problem is too hard. We take a simple integration. And, used that to find that harder ones. 

So, we can say that we are integrating inside integral sign just to solve the problem easily
